SUMMARY:Media freedom through transnational lenses: insights from Montenegro and North Macedonia
DESCRIPTION:This webinar presents the findings of two shadow reports assessing the state of media freedom in Montenegro and North Macedonia\, highlighting progress\, ongoing challenges\, and recommendations for EU and national stakeholders \n\n\nMontenegro has recently advanced its media legislation\, strengthening public broadcaster independence\, enhancing transparency\, and promoting self-regulation. Yet\, challenges remain: key institutions remain vulnerable to political influence\, law implementation is inconsistent\, and foreign interference continues to pose risks. \nIn North Macedonia\, improvements such as reduced violence against journalists and legal reforms coexist with persistent issues\, including disinformation\, political and economic pressure\, weak regulation\, particularly for online media\, and declining public trust. SUMMARY:EU territorial cooperation\, environmental challenges and enlargement

In questo contesto\, il Consiglio europeo ha fornito nuovo impulso ai negoziati di adesione con i paesi candidati all’UE\, mentre la Commissione europea ha cercato di capitalizzare lo slancio a favore dell’allargamento attraverso il Nuovo piano di crescita per i Balcani occidentali. \nLa conferenza “Advancing EU Enlargement: Italy’s Role and Strategic Convergence on the Western Balkans’ Integration”\, che si terrà a Roma il 15 aprile 2025\, valuterà i recenti progressi\, discuterà le sfide ed esplorerà misure concrete per accelerare il processo salvaguardandone la sostenibilità. \nWorking language: English \nThe European integration of the Western Balkans returned to the EU agenda as a geostrategic priority in light of the disruptive dynamics triggered by Russia’s war of aggression against Ukraine. In this context\, the EU has provided new impetus and made important decisions in advancing accession negotiations with the Western Balkans countries\, also by capitalizing on the current pro-enlargement momentum through tangible benefits by launching the New Growth Plan for the Western Balkans. Yet\, important challenges remain\, from the difficulties enlargement countries face in implementing domestic reforms and resolving bilateral disputes to the potential emergence of new divisions among member states and the destabilizing influence of third-party actors\, all of which could slow down the current momentum of the accession process. Against this backdrop\, the event will offer an opportunity to evaluate recent progress\, examine the current challenges\, and explore concrete steps to accelerate and streamline the process in all its dimensions while safeguarding its credibility and sustainability. \nThe first panel will explore new integration dynamics in the region in light of the evolving political\, economic\, and geostrategic landscape. It will offer an occasion to discuss the advancement and persisting challenges of deepening regional cooperation and accelerating reforms to meet EU accession criteria\, ensuring stability and economic resilience. Special attention will be paid to both the ambitions of some Western Balkan countries to conclude accession negotiations within the current EU institutional cycle (2024-2029)\, as well as to the new possibilities of access to the EU internal market even before accession where there is the highest potential and added value\, thanks to the “Growth Plan”. A key challenge remains ensuring that these interconnected processes – regional cooperation\, gradual integration\, and reforms – effectively reinforce each other\, translating their potential synergies into tangible progress toward EU accession. \nThe second panel will examine how the EU is shaping its next enlargement\, considering both the candidate countries and the evolving accession framework. A key focus will be how the Union is preparing internally\, balancing institutional adaptation with the geopolitical necessity of enlargement. Italy\, alongside other key partners\, has been at the forefront of advocating for a more structured and pragmatic approach – one that accelerates tangible benefits for candidate countries’ citizens while allowing the EU\, in parallel\, to adapt effectively. The discussion will explore different strategies by member states\, assessing how they can sustain momentum and strengthen both the enlargement and the broader European integration project. Particular attention will be given to the management of common resources and the challenges posed by the upcoming negotiation of the next EU multiannual financial framework\, which should take into account the current enlargement momentum. \n \n.

SUMMARY:Media Freedom in the Western Balkans
DESCRIPTION:Free and independent media play a key role in ensuring citizens’ right to information on issues of public interest and in holding power into account. A sound media system is thus a pillar of democracy and the rule of law. \n\n\nOver the past years\, the Media Freedom Rapid Response has noted a gradual deterioration of media freedom standards across EU member states and candidate countries. Common issues of concern include the increased interference of political powers in the governance of public service media\, the lack of transparency in media ownership\, precarious working conditions\, and growing intimidation and threats against journalists and media professionals. \nThese concerns have prompted EU institutions to take action and introduce new legislative tools to address such trends\, such as the anti-SLAPP directive and the European Media Freedom Act (EMFA). While aiming to harmonize media freedom standards across member states\, these newly adopted norms will have an impact on candidate countries\, as they move forward in the alignment with the EU acquis as part of the accession process. \nThis webinar will present the updated results of two Shadow Reports on Media Freedom in Albania and Serbia prepared in collaboration with the Centre Science and Innovation for Development (SCiDEV) and the Independent Journalists’ Association of Serbia. DESCRIPTION:The Commission will submit a proposal for the next EU Multiannual Financial Framework (MFF) period starting in 2028 by the beginning of July 2025.​ The webinar focuses on the current debate in preparation for the MFF 2028-2034 in connection with the enlargement process. If the Enlargement is in the strategic interest of the EU\, the MFF should secure sufficient resources for it. DESCRIPTION:In efforts to step up multi-stakeholder discussions and actions for advancing media freedom and journalists’ safety in Albania\, SCiDEV\, in collaboration with BIRN Albania  \, Qendra Faktoje  \, and the Italian think tank OBC Transeuropa   are organising a joint roundtable on “Media Freedom in Albania and Safety of Journalists in Albania: Perceptions\, Progress\, and Collaborative Discussion” \n\n\nTaking place on June 27\, 2024\, starting from 10:00 am\, at Rogner Hotel Tirana\, this event seeks to enhance collaboration between local media\, CSOs\, academia\, and journalists to promote media freedom in Albania. \nThroughout the discussions\, SCiDEV and partners from the Balkan Investigative Reporting Network in Albania (BIRN Albania) and Qendra Faktoje will share their findings from a preliminary research work carried out within the three-year project “Strengthening Media Freedom\, Professionalism\, and Journalists’ Safety in Albania.”   Over its course\, the project will produce three annual reports to monitor Albania’s progress concerning EU recommendations on freedom of expression\, journalists’ safety\, and media freedom.  This project is implemented by the Balkan Investigative Reporting Network in Albania (BIRN Albania)\, in cooperation with the Center Science for Innovation Development (SCiDEV) and Qendra Faktoje. It is funded through the EU Call: “Civil Society Facility and Media Programme 2022 and Thematic Programme for Human Rights and Democracy 2022-2023” (Ref. SUMMARY:Preparing for Enlargement: The EU and Western Balkans’ contributions
DESCRIPTION:The conference is an opportunity to discuss several aspects of current EU-Western Balkans cooperation. It aims to increase the understanding of Western Balkans’ role and contributions to the EU’s wider regional integration system. \nThe EU and the Western Balkans are in the process of preparing for new EU enlargements. To this end\, the EU has just adopted a New Growth Plan for the Western Balkans\, that is supposed to increase their participation in the European Single Market. This intermediate step towards EU membership should open new opportunities of economic cooperation for both public and private actors\, sustain Western Balkans’ internal reforms\, as well as accelerate their path towards full integration in the EU. At the same time\, the Western Balkans are expected to start contributing more substantially to the economic and geopolitical security of the EU\, to deal with increasingly complex regional and global environments. Nonetheless\, progresses of the EU enlargement will also remain conditional to the success of EU internal reforms\, to make its policies\, budget and institutions fit for an enlarged Union. \nIn this context\, the conference serves as an opportunity for discussing several aspects of current EU-Western Balkans cooperation. It aims to increase the understanding of Western Balkans’ role and contributions to the EU’s wider regional integration system. In particular\, the conference will focus on three main sets of issues. SUMMARY:Workshop on Advocacy and Freedom of Information
DESCRIPTION:The workshop aims at fostering the transnational exchange of experiences and best practices between Albanian\, Italian and Serbian stakeholders committed to the promotion of freedom of information. \nIt is divided into two sessions. \nThe first session is limited to project partners and is dedicated to the discussion of the key findings of the desk study and fieldwork carried out in the first months of the project. It focuses on the methodology of the shadow report and on the organization of report presentations in Belgrade and Tirana; \nThe second session features some Italian stakeholders working in the field of freedom of information and expression. SUMMARY:Fotografare la vita\, non solo la guerra
DESCRIPTION:Museo Storico Italiano della Guerra e Osservatorio Balcani Caucaso Transeuropa scelgono di aprire una finestra sulla guerra nell’ex Jugoslavia\, lacerante e vicina nel tempo\, che grazie al racconto fotografico di Mario Boccia diventa uno squarcio sul presente. \nTra il 1992 ed il 1996\, Sarajevo ha subito il più lungo assedio nella storia bellica della fine del XX secolo. Mario Boccia\, nel suo lavoro di fotogiornalista\, ha scelto di lavorare sulla resistenza civile della città\, cercando di raccontare il dramma senza mostrare il sangue. Come ha detto Benjamina Karić\, Boccia ha “fotografato la vita\, non solo la guerra”. Ha scelto di fotografare gli assediati\, ma anche gli assedianti\, attraversando spesso le linee del fronte\, nella convinzione che “identificarsi con le vittime è facile e rassicurante\, ma può essere ipocrita”. \nLa mostra offre una lucida analisi dell’impatto della guerra su persone\, società e cultura e offre uno strumento per sviluppare una coscienza critica rispetto alla storia dei conflitti. \nL’evento di chiusura della mostra ospiterà l’autore degli scatti. In dialogo con lui la vice sindaca di Sarajevo\, Anja Margetić. \nMario Boccia\, fotogiornalista freelance\, ha realizzato reportage su questioni internazionali e pubblicato articoli e fotografie su molte testate giornalistiche italiane. È stato corrispondente e inviato de “il Manifesto” da Sarajevo\, Belgrado\, Pristina\, Skopje\, Dyarbakir e Baghdad. Le sue foto sono state utilizzate per promuovere campagne di solidarietà di varie ONG\, organizzazioni no-profit\, e Agenzie delle Nazioni Unite. \nAnja Margetić\, nata a Sarajevo nel 1975\, vicesindaca di Sarajevo dal 2021. Laurea in Business Administration negli Stati Uniti e laurea magistrale in Affari internazionali e politiche pubbliche in Italia. Giovanissima atleta di nuoto\, ha rappresentato la squadra della Jugoslavia alle Balcaniadi e ai Campionati europei nella categoria juniores. DESCRIPTION:Le testimonianze della Prima guerra mondiale in Trentino risultano ricche di incontri con persone venute da territori lontani\, portatrici di lingue\, culture e religioni diverse\, trasferite verso il fronte italo-austriaco come soldati\, lavoratori militarizzati\, prigionieri di guerra.\nLa memoria pubblica ha concesso poco spazio a tali esperienze ma tracce della presenza di chi visse da forestiero la guerra sul territorio trentino sono rimaste nel paesaggio\, nella toponomastica e nella memoria delle comunità. \nL’Osservatorio Balcani Caucaso Transeuropa del Centro per la Cooperazione Internazionale con la collaborazione della sezione SAT di Rovereto e della Commissione Storico Culturale e Biblioteca SAT\, propone un incontro durante il quale il ricercatore e storico Marco Abram ci guiderà alla scoperta dei luoghi che sulle montagne e nelle vallate trentine portano il segno del passaggio dell’Altro in tempo di guerra.\nI progetti “Gli ultimi della Grande Guerra. Prigionieri serbi e russi sul fronte alpino” e “Grande Guerra: L’Europa in Trentino e l’incontro con l’Altro“\, sostenuti dalla Fondazione Caritro\, hanno permesso di ricostruire la geografia delle tracce lasciate da serbi\, bosniaci\, russi\, rumeni: non solo sentieri e strade che ne richiamano la presenza sul territorio\, ma anche ferrovie a cui lavorarono\, edifici di internamento\, costruzioni religiose\, lasciti monumentali.\nTracce che\, se riscoperte anche nell’attraversamento quotidiano del nostro territorio\, restituiscono consapevolezza della stratificazione delle esperienze che hanno plasmato il paesaggio trentino. \nOffrendo coordinate inedite per possibili escursioni\, l’incontro si soffermerà in particolare sulla dimensione dell’incontro\, complesso ma ricco di significati umani\, tra la popolazione trentina e le “genti diverse venute dall’Est”.\nIn occasione dell’incontro sarà possibile visitare una mostra fotografica dedicata al tema\, realizzata in collaborazione con il Museo Storico Italiano della Guerra e allestita presso gli spazi del Centro per la Cooperazione Internazionale. \nEvento ad ingresso gratuito\, gradita l’iscrizione all’evento cliccando sul bottone qui sotto. \nIscrizione all’evento

DESCRIPTION:Un dialogo attorno a alcune parole cardine per raccontare\, pensare e rafforzare l’attivismo transnazionale e le relazioni tra Italia e Balcani. \nLepa Mlađenović\, femminista\, attivista per i diritti della comunità LGBT+ e tra le fondatrici delle Donne in Nero di Belgrado\, è stata una delle figure più importanti del movimento contro la guerra in Serbia. Prima\, durante e dopo le guerre di dissoluzione jugoslava Lepa ha continuato a intessere relazioni con attiviste e attivisti in tutti i paesi della regione\, in Italia e a livello internazionale. \nNei racconti di molte sue compagne bosniaco-erzegovesi emerge spesso il nome di Mario Boccia\, autore della mostra Sarajevo 1992-1996. L’assedio più lungo e testimone importante delle guerre di dissoluzione jugoslava. Mario è citato soprattutto come un amico\, che ha trasformato il suo lavoro di fotoreporter in un atto concreto di amore e solidarietà verso il loro paese.\n\n\nGrazie alla facilitazione di Lepa Mlađenović\, l’incontro adotterà un approccio partecipativo. Attraverso l’alternarsi di momenti narrativi e momenti di scambio\, si esploreranno le relazioni di solidarietà sviluppatisi tra l’Italia e i Balcani in questi tre decenni.\n\nMettendo in dialogo le esperienze di attivismo vissute negli anni Novanta e quelle contemporanee – dalle iniziative lungo la Rotta Balcanica alle reti femministe\, dall’impegno per la memoria e quello per i diritti – i partecipanti potranno costruire insieme una sorta di “lessico familiare” della solidarietà transnazionale utile\, speriamo\, a raccontare\, pensare e rafforzare le relazioni tra le due sponde dell’Adriatico.\n\n\nConcluderà l’incontro Mario Boccia che\, partendo da alcune immagini della sua esperienza di solidarietà con i Balcani\, proverà a “illustrare” questo lessico emergente.\n\nPer motivi organizzativi\, l’evento prevede un numero massimo di 20 partecipanti. SUMMARY:Transnational solidarities in the Balkans: migration justice worldmaking

SUMMARY:Serbia and Bosnia Herzegovina: the war in Ukraine and new risk scenarios in the Western Balkans
DESCRIPTION:The invasion of Ukraine by the Russian Federation (on February 24th\, 2022)\, has shocked the European continent\, calling into question how international relations could enter a possible military escalation\, requiring a review of the European collective security\, and how the EU enlargement and neighborhood policies in Eastern and Southeastern Europe shall be reviewed today. The effects of war in Ukraine are not only likely to disrupt the parties directly in conflict\, but also\, they will have repercussions in other areas of the European continent\, such as the Western Balkans that have been the focus of stabilization efforts by Italy and the European Union for long. Today\, with the Russian invasion of Ukraine\, the risks of destabilization in the Western Balkans are growing\, especially due to the Kremlin’s traditional sphere of influence in the region. \nThe study here presented – conducted between January and May 2023\, and financed by the Italian Ministry of Foreign Affairs and International Cooperation/UAP Unit for Analysis and Policy Planning – aims to analyze the evolution of the situation in the Western Balkans\, particularly in Serbia and Bosnia and Herzegovina\, based on the Russian Federation’s invasion of Ukraine\, and to identify and understand the new possible risks and fragilities in the area. \nThe objective of the online seminar is to explore what is the impact of the war in Ukraine and what it may be in the future in Serbia and Bosnia and Herzegovina\, in consideration of their national political forces and settings\, of their civil societies and of the international community. DESCRIPTION:L’iniziativa è come sempre firmata dal Forum Trentino per la Pace e i Diritti Umani\, dall’Associazione Trentino con i Balcani\, dall’Atlante delle Guerre e dei Conflitti del Mondo\, dall’Associazione Progetto Prijedor e da Unimondo\, con l’adesione di molti altri gruppi\, associazioni\, singole persone. Più o meno a quell’ora\, quel 31 maggio\, manifesteranno un altro centinaio di città europee. \nContemporaneamente\, poi\, migliaia di persone saranno in piazza proprio a Prijedor\, città della repubblica Srpska – la parte serba della Bosna Erzegovina – \, dove tutto è iniziato. Il 31 maggio del 2012\, infatti\, un ragazzo giovane\, Emir Hodžić\, si legò al braccio una fascia bianca e si mise solo\, in piedi\, nella piazza del municipio. Non disse nulla. Rimase zitto. Voleva protestare contro l’assordante silenzio delle autorità di Prijedor. Voleva si condividesse il ricordo di quello che era accaduto vent’anni prima\, il 31 maggio 1992. \nQuel giorno\, a Prijedor\, era arrivato l’odio. Le autorità serbe obbligarono tutti i cittadini non-serbi a mettere uno straccio o un lenzuolo bianco alle finestre di casa. Per essere riconoscibili anche fuori\, in strada\, furono obbligati a mettere una fascia bianca al braccio. Così\, iniziò la tragedia. In pochi mesi 31.000 civili di Prijedor\, tutti rigorosamente non serbo – ortodossi\, vennero rinchiusi nei lager. 53.000 persone furono vittime di persecuzione e deportazione. Quelli uccisi furono 3.173. 102 erano bambini. \n\nVideo-messaggio da Edin Ramulić\, promotore dell’iniziativa della Giornata Internazionale delle Fasce Bianche a Prijedor\, nonché vittima diretta dell’odio che prevalse nella città negli anni ’90. DESCRIPTION:Un racconto di segreti di famiglia e di risveglio politico in mezzo a un regime fatiscente. Una riflessione sentimentale sulla libertà in un memoir sulla fine del comunismo nei Balcani\, pieno di icone del Novecento che prendono vita e diventano personaggi straordinari. \nPer la brillante e precoce undicenne Lea Ypi\, il socialismo in stile sovietico dell’Albania aveva la promessa di un futuro preordinato\, una garanzia di sicurezza tra compagni entusiasti. Questo finché non si è trovata aggrappata a una statua di pietra di Joseph Stalin\, appena decapitata dalle proteste degli studenti. Il comunismo non era riuscito a realizzare l’utopia promessa. La biografia di ciascun cittadino\, definita dall’appartenenza di classe e da altri elementi tutti legati al passato\, poneva limiti rigidi al futuro individuale. Quando i genitori di Lea parlavano di parenti che andavano all’università o che si laureavano\, parlavano di gravissimi segreti che Lea faticava a capire. E quando i primi anni novanta videro l’Albania e altri Paesi balcanici cominciare una transizione esuberante verso il libero mercato\, gli ideali occidentali di libertà portarono il caos: una distopia di schemi piramidali\, crimine organizzato e trafficanti di sesso. Una nonna elegante\, intellettuale e francofona\, un padre radical chic e una madre thatcheriana e ferocemente antisocialista\, Lea Ypi cresce attraversando questi tempi di rivoluzioni e di grande disorientamento\, con un’educazione politica unica e ricchissima\, e lo racconta con grande talento letterario. Oggi Lea Ypi è una delle giovani filosofe politiche più all’avanguardia nel mondo ed è una voce di spicco della sinistra nel Regno Unito. Il suo memoir offre una prospettiva fresca e avvincente sulla relazione tra personale e politico\, tra valori e identità\, e pone domande urgenti sul prezzo della libertà. \nLea Ypi è saggista\, esperta di marxismo e di teoria critica. DESCRIPTION:The Istituto Affari Internazionali and the Osservatorio Balcani Caucaso Transeuropa\, with the support of the Italian Ministry of Foreign Affairs and International Cooperation and in the framework of the strategic partnership with Compagnia di San Paolo Foundation\, will host a two-day meeting in Rome to discuss expectations and prospects for the medium-term future of the Balkan region \nAgainst this backdrop\, the Western Balkans represent both a challenge and an opportunity for the Italian government. Over the years\, Italy has consistently pursued a European agenda for the Western Balkan countries\, which has been in line with its strategic national interest for political\, economic\, and security reasons. Nonetheless\, Italy has not always fully exercised its political weight in the European context. While German Chancellor Olaf Scholz has clearly committed to the continuation of the enlargement process and the “Berlin Process”\, the French President Emmanuel Macron launched the European Political Community. In such a dynamic context\, Italy has the potential to play an active role and strive for synthesis among various visions over the future of Europe and the Western Balkans. \nAll this considered\, the Istituto Affari Internazionali (IAI) and the Osservatorio Balcani Caucaso Transeuropa (OBCT)\, with the support of the Italian Ministry of Foreign Affairs and International Cooperation and in the framework of the strategic partnership with Compagnia di San Paolo Foundation\, will host a two-day meeting in Rome to discuss expectations and prospects for the medium-term future of the Balkan region. SUMMARY:Civil Society\, Political Contention and European Enlargement
DESCRIPTION:The discussion will examine the opportunities for civil society to create strategic alliances with organizations and institutions from the EU\, to exert pressure on the decision-makers at the national level. It will consider the challenges that local organizations face in building advocacy networks to expand their scope of action at regional and transnational level. A policy papers\, created within TraPoCo project\, will be presented as well.\nA special focus of the event will be on environmental civil sector organisations and grassroot inititiatives. Environmental challenges are a field in which grassroots initiatives have been protagonist in recent year and they have been often successful in mobilizing broad sections of the population that normally do not participate in political processes. But much of the environmental challenges that candidate countries are facing emerged in the processes of European integration due to the need to harmonise the environmental legislation and policies with the EU standards\, but also considering that grassroots organizations addressed EU institutions asking for support to solve environmental problems. SUMMARY:I Balcani dopo le guerre : ascesa e declino dell'intervento internazionale
DESCRIPTION:Dopo più di due decenni di transizione postbellica\, gli Stati nati dalla dissoluzione della Jugoslavia sembrano destinati a non liberarsi dalle sabbie mobili di endemiche crisi politiche\, economiche e sociali\, corroborate da deboli istituzioni preda di politici autocratici\, alti livelli di corruzione\, disoccupazione dilagante e continue tensioni etnico-religiose. \nLe politiche per l’ingresso delle fragili democrazie balcaniche nell’Unione Europea sono state progressivamente diluite nella mancanza di chiare e realistiche prospettive di adesione\, mentre altri paesi\, non da ultimo la Russia\, hanno dilatato la propria influenza geopolitica e i cittadini hanno manifestato delusione e malcontento con forme organizzate di protesta\, dimostrazioni di piazza ed emigrazione. \nIl volume ricostruisce l’evoluzione dell’enorme investimento internazionale messo in campo a sostegno dei processi di costruzione della pace nella regione dei Balcani discutendone luci e ombre\, dall’ascesa dell’intervento\, caratterizzato dall’ottimismo delle aspettative\, al declino seguito a una fase di incertezza e di stallo che ha avviato ciniche azioni più propense ad affermare forme di stabilità istituzionale che a onorare ideali e finalità che avevano motivato l’impegno internazionale. \nL’autore ne parla con Elena Baracani\, dell’Università di Bologna e Luisa Chiodi\, direttrice di OBC Transeuropa. \nRoberto Belloni è professore ordinario di Scienza politica all’Università degli Studi di Trento ed è titolare della cattedra Jean Monnet The European Union and the Western Balkans: Enlargement and Resilience. Ha svolto attività di ricerca e insegnamento alle Università di Denver\, Harvard\, Queens di Belfast e Johns Hopkins di Bologna.
