SUMMARY:Media freedom through transnational lenses: insights from Montenegro and North Macedonia
DESCRIPTION:This webinar presents the findings of two shadow reports assessing the state of media freedom in Montenegro and North Macedonia\, highlighting progress\, ongoing challenges\, and recommendations for EU and national stakeholders \n\n\nMontenegro has recently advanced its media legislation\, strengthening public broadcaster independence\, enhancing transparency\, and promoting self-regulation. Yet\, challenges remain: key institutions remain vulnerable to political influence\, law implementation is inconsistent\, and foreign interference continues to pose risks. \nIn North Macedonia\, improvements such as reduced violence against journalists and legal reforms coexist with persistent issues\, including disinformation\, political and economic pressure\, weak regulation\, particularly for online media\, and declining public trust. SUMMARY:Under pressure: protecting media freedom in the EU and beyond
DESCRIPTION:As part of the World Justice Forum\, taking place from 23 to 27 June 2025 in Warsaw\, OBCT organises a panel to discuss the state of media freedom in Europe and how the decline of the rule of law is affecting the media’s ability to serve as public watchdogs in defense of the public interest \n\n\nIn recent years\, even countries traditionally regarded as stable democracies have faced growing threats to the rule of law. Within the European Union\, some member states are witnessing a rapid and troubling decline in democratic standards\, raising serious concerns about the EU’s capacity to uphold its fundamental values. \nThis panel will focus on media freedom\, often one of the first pillars to come under attack in times of democratic decline. We will examine how the weakening or collapse of the rule of law negatively affects journalists’ rights and the media’s ability to operate independently and safely. Topics will include the growing use of vexatious lawsuits (SLAPPs)\, the failure of justice systems to properly respond to violence against journalists\, the abuse of state power to impose financial or regulatory pressure on critical media outlets\, and the growing use of restrictive regulations to obstruct civic watchdogs. \nThe panel will also highlight the work of civil society organizations actively defending media freedom on the ground. Con così tante elezioni e la guerra in Ucraina\, questo è un tempo di grandi prove per il movimento democratico e progressista globale. In questo contesto una data tragica per la Belarus potrebbe passare inosservata: il 20 luglio 2024 il potere autoritario di Lukašenka in Belarus ha compiuto 30 anni\, un “anniversario buio” per il nostro Paese. Siamo testimoni ormai in tutto il mondo del risveglio di idee populiste e autoritarie. In questo contesto la situazione bielorussa non fa che confermare questa tendenza allarmante. L’indifferenza e l’affidamento alla propaganda conducono a conseguenze catastrofiche. Cari Europei! Guardate a noi bielorussi: siamo la testimonianza vivente di quanto sia facile eleggere un dittatore come pure di quanto sia difficile e di quali sacrifici costi sbarazzarsene. Sono un designer. Il mio mestiere consiste nell’evidenziare i processi sociali e pubblici\, sfidandoli in modo creativo. Sei mesi fa quando stavo riflettendo su questo triste anniversario e le sue conseguenze mi venne l’idea di un progetto. Per sei mesi la mia mente era dominata da pensieri su come rendere visualmente questo numero 30. Così ho deciso di creare 30 manifesti\, ognuno di loro rappresenta gli esiti terribili del governo di Lukašenka per su società\, politica\, economia e cultura. Ho concettualizzato tali conseguenze in due ambiti: generale\, statisticamente rilevante per tutti\, e personale. L’aspetto generale riguarda cioè l’intero Paese e ciascuno dei suoi abitanti\, senza distinzione per fede politica e stato sociale. Tutti sentono il peso della dittatura: sono impauriti\, impoveriti\, sono in lutto e soffrono. L’ambito personale si sviluppa intorno a sentimenti e pensieri\, i miei e quelli dei miei amici che per tutta la loro vita hanno combattuto contro la tendenza ad adattarsi al ruolo di “tranquilli” prigionieri rinchiusi in una sorta di campo di concentramento chiamato “Belarus”. Molti bielorussi eccezionali hanno pagato con la libertà la difesa della propria dignità. Alcuni sono stati uccisi dal regime. Molte altre persone sono dovute fuggire dal Paese per evitare il carcere e per un lungo tempo (o per sempre?!) hanno perso familiari\, amici\, lavoro e casa. Ma nonostante le prove che l’esilio comporta non dobbiamo rinunciare ai tentativi di liberare la Belarus dalle grinfie della dittatura e dell’impero. Non dobbiamo abbandonare la cultura bielorussa\, ma anzi diffonderla\, perché è la cultura che in futuro renderà la Belarus un Paese europeo\, in cui le persone saranno felici di vivere.» \nProfilo biografico di Arthur Vakarov \nNato a Minsk\, capitale della Belarus\, dove ha vissuto per 47 anni\, finché fu costretto a fuggire per evitare la repressione politica. Ha trascorso tutta la vita come grafico ed è stato riconosciuto come uno dei designer più influenti della Belarus. Negli ultimi vent’anni ha principalmente sviluppato progetti in ambito nazionale e culturale\, ha lavorato anche per media indipendenti\, per gruppi musicali\, per scrittori e per organizzazioni pubbliche. Per la Belarus ha conquistato diversi premi internazionali nel campo del design\, tra cui il Gran Premio alla Biennale del Design di Kiev nel 2001 e il primo posto al festival “Red Apple” di Mosca nel 2001\, poi al festival del design di Tbilisi nel 2001 e il premio al festival del design “Adnak” di Minsk. Nonostante questi riconoscimenti il regime di Lukashenko\, per il suo lavoro di grafico\, lo ha ritenuto un estremista e lo ha condannato a sette anni di prigione. Ha così dovuto ricominciare da zero in Polonia. Ogni film esplora un obiettivo dell’Agenda 2030\, accompagnato da proposte didattiche stimolanti. DESCRIPTION:Qual è la situazione dello stato di diritto in Italia? Quali criticità emergono e come la società civile può contribuire alla sua tutela? Ne discuteremo nel webinar organizzato da CILD\, in occasione della presentazione del Rule of Law Report 2025 di Liberties. \n\n\nIl report\, frutto del lavoro di organizzazioni di tutta Europa\, offre un’analisi dettagliata su temi chiave come giustizia\, libertà dei media\, spazio civico\, diritti umani e anticorruzione. Considerato il più ampio “rapporto ombra” indipendente sullo stato di diritto\, i suoi risultati confluiscono nel monitoraggio annuale della Commissione europea. \nDurante l’incontro\, esamineremo il capitolo dedicato all’Italia con il contributo delle organizzazioni che lo hanno redatto. DESCRIPTION:Dal 2 al 13 aprile 2025 si terrà a Trento\, preso Sala Thun di Torre Mirana\, in Via Belenzani 3\, la mostra Labirinto Macuti: fotografie e paesaggi sonori da Beira. \nL’inaugurazione è prevista l’1 di aprile alle ore 17. \nFotografie di Paolo Ghisu. Paesaggi sonori di Emanuele Lapiana. Accompagnamento per persone non vedenti e ipovedenti con Fiorenzo Pojer. \n—— \nL’Africa è spesso raccontata attraverso narrazioni che fanno rumore\, che catturano l’attenzione amplificando drammi\, contraddizioni\, stereotipi e folclore. Ma in questo fragore si perdono le storie autentiche\, i vissuti reali di chi abita il continente e le tracce che compongono la sua memoria storica e sociale. \nQuesto lavoro\, realizzato tra il 2022 e il 2025\, ci conduce nel cuore di Macuti\, un quartiere costiero di Beira\, una delle principali città del Mozambico\, affacciata sull’Oceano Indiano. Qui la popolazione cresce a un ritmo vertiginoso\, in uno dei paesi a più rapida espansione demografica. In pochi anni è quasi raddoppiata e oggi Macuti conta circa 30.000 abitanti. L’urbanizzazione avanza rapidamente\, ma in modo disordinato\, senza una pianificazione adeguata. \nAttraverso le immagini e i suoni di Labirinto Macuti ci immergiamo in un dedalo di strade\, vicoli\, canali e case addossate le une alle altre. Il percorso visivo ci guida dalla visione d’insieme del quartiere fino ai dettagli più intimi della quotidianità: momenti di aggregazione\, frammenti di vita domestica\, scene di lavoro\, relazioni umane. Un racconto che restituisce l’anima pulsante di Macuti\, lontano dagli stereotipi che spesso deformano la percezione di questi luoghi. \nQuesti scatti non vogliono stupire né spettacolarizzare\, ma raccontare con sincerità la bellezza e la fragilità della vita quotidiana\, colta nei suoi gesti impercettibili e nella sua straordinaria cura. Al tempo stesso\, mettono in luce sfide sociali e ambientali che non riguardano solo Beira\, ma molte città nel mondo: la precarietà delle case\, le infrastrutture degradate\, la cementificazione e il consumo di suolo incontrollati\, la carenza di servizi essenziali quali l’accesso all’acqua potabile\, la rete fognaria\, e la gestione dei rifiuti. \nA questi problemi si aggiunge una minaccia sempre più pressante: gli allagamenti ricorrenti durante la stagione delle piogge\, che negli ultimi anni hanno colpito il quartiere con crescente violenza\, esacerbati dagli effetti tangibili del cambiamento climatico. \nAlcune immagini recano i segni indelebili dei cicloni degli ultimi anni\, come Idai nel 2019\, tra i più violenti mai registrati in Africa e nell’emisfero sud. Sono ferite visibili nelle case\, nelle strade\, nelle vite delle persone. SUMMARY:Media Freedom in the Western Balkans
DESCRIPTION:Free and independent media play a key role in ensuring citizens’ right to information on issues of public interest and in holding power into account. A sound media system is thus a pillar of democracy and the rule of law. \n\n\nOver the past years\, the Media Freedom Rapid Response has noted a gradual deterioration of media freedom standards across EU member states and candidate countries. Common issues of concern include the increased interference of political powers in the governance of public service media\, the lack of transparency in media ownership\, precarious working conditions\, and growing intimidation and threats against journalists and media professionals. \nThese concerns have prompted EU institutions to take action and introduce new legislative tools to address such trends\, such as the anti-SLAPP directive and the European Media Freedom Act (EMFA). While aiming to harmonize media freedom standards across member states\, these newly adopted norms will have an impact on candidate countries\, as they move forward in the alignment with the EU acquis as part of the accession process. \nThis webinar will present the updated results of two Shadow Reports on Media Freedom in Albania and Serbia prepared in collaboration with the Centre Science and Innovation for Development (SCiDEV) and the Independent Journalists’ Association of Serbia. DESCRIPTION:The workshop aims at fostering the transnational exchange of experiences and best practices between Albanian\, Italian and Serbian stakeholders committed to the promotion of freedom of information. \nIt is divided into two sessions. \nThe first session is limited to project partners and is dedicated to the discussion of the key findings of the desk study and fieldwork carried out in the first months of the project. SUMMARY:Media-Democracy Nexus in the European Space
DESCRIPTION:Media freedom is under serious pressure in Europe\, in a context of political interferences\, verbal\, physical and legal attacks as well generalised conditions characterised by  lack of protection\, that – albeit to different degrees – affect journalists and media professionals across all member states and candidate countries. \nStrategic lawsuits against public participation (SLAPPs) are on the rise\, employed by powerful individuals and companies to avoid public scrutiny and silence critical voices. At the same time\, online harassment and intimidation\, as well as surveillance incidents\, are a growing phenomenon\, directed against those dealing with corruption\, human rights and other issues relevant to the rule of law. \nAlongside with ensuring fair elections\, and countering disinformation\, strengthening media freedom figures as one of the key priorities on the EU current agenda\, as articulated in the 2020 European Democracy Action Plan  . Throughout the past few years\, EU institutions have been issuing and discussing a number of measures directed towards ensuring a better protection of journalists  \, countering abusive and exaggerated   lawsuits  \, and protecting media pluralism and independence  . DESCRIPTION:Le SLAPP (Strategic Lawsuits Against Public Participation)\, alias “azioni temerarie”\, costituiscono una forma di molestia legale che colpisce non solo la libertà di stampa\, ma la libertà di espressione della società nel suo insieme. L’obiettivo di chi ricorre alle SLAPP\, infatti\, è quello di inibire la partecipazione pubblica\, mettendo a tacere voci critiche su questioni di pubblico interesse. The conference will also play host to the award ceremony for the 2023 IJ4EU Impact Award for cross-border investigative journalism. \nTake a look at the daily breakdown below. \nDay 1: Safety of Journalists (29 March)\nJournalist safety in Europe was thrown firmly into the spotlight in 2022 following Russia’s invasion of Ukraine. Away from the frontlines of the war\, Europe remains a hostile environment for journalists. From online attacks to physical violence\, Day 1 of the summit will highlight threats to journalists in EU member states and candidate countries\, sparking conversations on initiatives to support journalists in exile\, reporting from a conflict zone\, surveillance and spyware\, and harassment in the newsroom. \nProgramme Day 1  . \nRegister for Day 1  . \nDay 2: Rule of Law and SLAPPs (30 March)\nAcross Europe we regularly see powerful entities abusing legal systems to stifle and smother critical reporting. Strategic litigation poses a major threat to independent media across the continent\, in particular in countries where rule of law is weakest and most vulnerable to abuse. So far\, the MFRR monitoring partners have recorded a total of 113 SLAPPs on Mapping Media Freedom since 2014 – highlighting the ever-present threat this issue poses to press freedom. Day 2 of the summit will shine a spotlight on these topics as experts discuss initiatives to counter SLAPPs\, impunity for crimes against journalists\, and disinformation laws. \nProgramme Day 2  . \nRegister for Day 2  . \nDay 3: State Capture (31 March)\nFrom Hungary and Poland to the Czech Republic and Slovenia\, Europe – in particular central Europe – has become a hotbed for state capture of media. The panels on day 3 will look into the crisis of political exploitation of the media through the abuse of state economic and regulatory levers. It will examine issues around media pluralism\, ownership transparency and the abuse of state budgets to fund clientelist media in illiberal democracies. It will also debate whether the EU’s Media Freedom Act can provide the tools to prevent the march towards politically captured media. \nProgramme Day 3  . \nRegister for Day 3  . \nIJ4EU Impact Award Ceremony (31 March)\nThe final day of the Summit will close with the 2023 IJ4EU Impact Award Ceremony. DESCRIPTION:Media freedom and media pluralism are essential to our democracies and are enshrined in the Charter of Fundamental Rights. The European Democracy Action Plan (EDAP) provides guidance for strengthening these freedoms in key areas. However\, our ability and ambition to manage and promote these freedoms must consider challenges created by the management of social life through industry media monopolies.
