Quali criticità emergono e come la società civile può contribuire alla sua tutela? Ne discuteremo nel webinar organizzato da CILD\, in occasione della presentazione del Rule of Law Report 2025 di Liberties. \n\n\nIl report\, frutto del lavoro di organizzazioni di tutta Europa\, offre un’analisi dettagliata su temi chiave come giustizia\, libertà dei media\, spazio civico\, diritti umani e anticorruzione. SUMMARY:Transnational solidarities in the Balkans: migration justice worldmaking

SUMMARY:Serbia and Bosnia Herzegovina: the war in Ukraine and new risk scenarios in the Western Balkans
DESCRIPTION:The invasion of Ukraine by the Russian Federation (on February 24th\, 2022)\, has shocked the European continent\, calling into question how international relations could enter a possible military escalation\, requiring a review of the European collective security\, and how the EU enlargement and neighborhood policies in Eastern and Southeastern Europe shall be reviewed today. The effects of war in Ukraine are not only likely to disrupt the parties directly in conflict\, but also\, they will have repercussions in other areas of the European continent\, such as the Western Balkans that have been the focus of stabilization efforts by Italy and the European Union for long. Today\, with the Russian invasion of Ukraine\, the risks of destabilization in the Western Balkans are growing\, especially due to the Kremlin’s traditional sphere of influence in the region. \nThe study here presented – conducted between January and May 2023\, and financed by the Italian Ministry of Foreign Affairs and International Cooperation/UAP Unit for Analysis and Policy Planning – aims to analyze the evolution of the situation in the Western Balkans\, particularly in Serbia and Bosnia and Herzegovina\, based on the Russian Federation’s invasion of Ukraine\, and to identify and understand the new possible risks and fragilities in the area. \nThe objective of the online seminar is to explore what is the impact of the war in Ukraine and what it may be in the future in Serbia and Bosnia and Herzegovina\, in consideration of their national political forces and settings\, of their civil societies and of the international community. SUMMARY:WEBINAR - What avenues for environmental struggles in Europe?
DESCRIPTION:Come dimostra la campagna transnazionale Save the Blue Heart of Europe per proteggere gli ultimi fiumi selvaggi d’Europa\, le mobilitazioni ambientali transnazionali possono avere successo. Quali sono gli ingredienti del successo e quali sono le nuove strade per le lotte ambientali in Europa? \nAs the transnational campaign Save the Blue Heart of Europe to protect Europe’s last wild rivers shows\, transnational environmental mobilisations can be successful. What are the ingredients for success and what are the new avenues for environmental struggles in Europe?  \n\n\nTwo recent pieces of news have brought hope to environmental and climate movements in Europe and globally. The first news is from Albania\, where the government has announced the establishment of a national park dedicated to protecting the Vjosa River. The Vjosa River is one of Europe’s last remaining wild rivers\, free from dams and dikes. The decision to create a national park is a result of a decade-long transnational mobilization by various organizations and activists led by the Save the Blue Heart of Europe  coalition. The case of the Vjosa River and the coalition’s success can serve as an inspiration and example for climate activists in other contexts. \nThe second news comes from the United Nations\, where the General Assembly passed a historic resolution requesting the International Court of Justice to issue an opinion on the legal responsibilities of states in combating climate change. This resolution was initiated by law students from Pacific islands threatened by climate change. Although the Court’s opinion will not be binding on national courts\, it has the potential to influence judges globally and impact the international legal system. Climate activists have welcomed this resolution as it broadens the Court’s mandate to include climate action and can clarify the legal obligations of governments. It also provides an additional tool for civil society to pursue legal challenges against governments on environmental issues. \nIn several European countries\, a number of pro-environmental judgments resulting from forms of civic mobilization have already been signaling the ‘suppletive role’ of courts in climate matters in the face of government inaction for some years. While dissent and protests are increasingly criminalized and repressed across Europe\, legal activism appears to be one of the remaining avenues for civil society to deploy the emancipatory power of law. \nMany are looking with interest at the case of the Albanian river\, especially in the Balkan region where hydroelectric power plants threaten many other rivers\, and environmental struggles are not limited to this\, as evidenced by the many mobilizations active in the area. For the countries of the region\, mobilizations on the environment  are also part of the process of European Union integration\, with the EU playing  an ambivalent and sometimes contradictory role. \nWhy is the Save the Blue Heart of Europe campaign a successful example of transnational collective action? How can the EU enhance its support for environmental initiatives in the region and promote participatory and inclusive decision-making processes in the Enlargement countries? Before that\, she spent several years researching hydropower conflicts in the Eastern Himalayan region of India. She holds a PhD in Political Ecology from the Institute of Environmental Sciences and Technology in Barcelona. \nThomas Waitz is a member of the European Parliament for the Austrian Greens and co-chair of the European Green Party. In his political work he focuses on environmental issues and sustainable agriculture\, as well as a strong foreign and peace policy. He is particularly active on EU accession and the relations with Western Balkan countries. Thomas is an organic farmer\, forester and beekeeper. \nJelena Pesić is Assistant Professor at the Department of Sociology\, Faculty of Philosophy\, University of Belgrade. She is interested in theoretical foundations of collective action and social movements\, but also has experience in conducting surveys\, quantitative data analysis\, and collecting qualitative data on social movements\, civic activism\, and protests. She has been involved in two research projects related to recent civic protests in Serbia. In addition\, she is experienced in international comparative surveys and research projects\, such as “Eastern Enlargement – Western Enlargement. Cultural Encounters in the European Economy and Society after the Accession”\, “Understanding Nascent Capitalism in Eastern Europe”\, “Informal Relations Between Politics and Economy in Post-Socialism”. \nLucie Greyl. Anthropologist by training Lucie is a member of the Italian environmental Organisation A Sud   since 2008 where she works as a project manager\, research and trainer. Lucie is also president of CDCA – the Documentation Centre on Environmental Conflicts. SUMMARY:Transnational Political Contention and the protection of rights and democracy in Europe
DESCRIPTION:Transnational political dynamics are growing: some question the EU liberal order\, while others contribute to strengthening democratic guarantees at the European and domestic level as well in candidate countries. The TraPoCo (Transnational Political Contention in Europe) Jean Monnet network contributed to developing a field of research that looks at the interaction of practices and processes that cross the borders of nation-states and have an impact on the functioning of democracy inside and outside the Union. \nTraPoCo scholars focused on the advancement of research on the practices of mobilisation and protest of actors such as social movements\, activists\, civil society organisations\, trade unions\, etc. in transnational political arenas on issues relating to European integration. SUMMARY:Lo stallo delle politiche migratorie europee e il ruolo della società civile
DESCRIPTION:La questione delle migrazioni e delle politiche di asilo è da sempre terreno di divisioni e scontri in Europa. L’UE si è impegnata a formulare nuove politiche europee in materia ma il dossier di riforma avanza molto lentamente mentre emerge chiaramente una politica comune delle espulsioni\, controllo delle frontiere\, criminalizzazione della solidarietà. Come siamo arrivati a questo punto? Quali sono le responsabilità dell’UE\, e quali degli stati membri? Qual è il ruolo e quali le possibilità per la società civile europea di attivarsi per rivendicare un modello di gestione delle migrazioni che metta al centro i diritti fondamentali\, la solidarietà\, il rispetto della vita umana? \n\n\nCon una certa periodicità si riaccende in Italia il dibattito sul tema migratorio\, spesso in seguito a tragici episodi come quello di Cutro che ha portato alla morte di almeno 90 persone sulle coste calabresi. La questione delle migrazioni e delle politiche di asilo è da sempre terreno di divisioni e scontri sia a livello nazionale che europeo. A livello comunitario – complici anche gli stati membri – l’Unione europea si è impegnata a formulare nuove politiche e strategie ma il dossier di riforma avanza molto lentamente e tutti i principali nodi per riformare il sistema nel senso di una condivisione di responsabilità restano irrisolti\, mentre emerge chiaramente una politica comune delle espulsioni\, di controllo delle frontiere\, di criminalizzazione della solidarietà e del soccorso in mare con gravi rischi di violazione delle norme internazionali\, dei diritti umani delle persone in movimento e di restringimento dello spazio civico per tutti. \nCome siamo arrivati a questo punto? Quali sono le responsabilità dell’UE\, e quali degli stati membri? Qual è il ruolo e quali le possibilità per la società civile europea di attivarsi per rivendicare un modello di gestione delle migrazioni che metta al centro i diritti fondamentali\, la solidarietà\, il rispetto della vita umana? Nel seminario ripercorreremo i passaggi che hanno portato alle attuali politiche europee in materia di migrazioni e asilo ed esploreremo possibili strade per cambiarle\, a partire dalla necessità di una riflessione critica sulle costruzioni sociali\, storiche\, politiche ed economiche su cui attualmente si fondano discorsi e pratiche in materia di migrazioni in Europa. \nIl seminario si propone i seguenti obiettivi: \n\nleggere i fenomeni migratori in una prospettiva di politiche europee;\ncomprendere le principali sfide e gli ostacoli nel processo di riforma delle politiche europee in materia di migrazione e asilo inquadrandole nello specifico funzionamento del processo decisionale europeo\, con un’attenzione particolare al ruolo delle istituzioni UE e a quello degli Stati membri;\noffrire una panoramica sui più recenti sviluppi di policy a livello europeo e sulle prospettive future;\nanalizzare alcuni tentativi di riforma promossi della società civile\, esaminando spazi di azione e mobilitazione a livello europeo a transnazionale volti a promuovere politiche migratorie nel senso della solidarietà e del rispetto dei diritti umani e offrendo spunti per l’advocacy europea;\noffrire spunti per una lettura critica dell’architettura istituzionale delle politiche migratorie che si fonda su costrutti che non sono ‘neutri’ o ‘naturali’ ma storicamente e socialmente costruiti.\n\nIl seminario ha una durata di due ore. SUMMARY:Whistleblowing in Italia: le distanze da colmare
DESCRIPTION:L’Italia è ancora in attesa di recepire la direttiva europea 2019/1937 sulla protezione delle persone che segnalano illeciti sul posto di lavoro\, i whistleblower. Si tratta di un passaggio di vitale importanza per il nostro Paese. L’attuale legge italiana\, infatti\, è insufficiente\, perché non garantisce protezione ai lavoratori del settore privato e a chi segnala ai media o alle organizzazioni non profit. Tutelare al meglio i whistleblower è fondamentale per limitare i rischi di corruzione e malagestione dei fondi europei del Piano Nazionale di Ripresa e Resilienza. \nIl whistleblowing è un fenomeno molto complesso che tocca mondi diversi: dalla psicologia ai media\, dai sindacati alla società civile\, dal ruolo del singolo individuo alle responsabilità politiche dello Stato. \nPer questa ragione durante l’eventi\, si potranno ascoltare le voci di numerosi ospiti\, provenienti da settori differenti\, che negli anni si sono occupati di whistleblowing in Italia e in Europa. SUMMARY:Transnational Political Contention and European Integration

SUMMARY:Capire e dialogare con l'Unione europea
DESCRIPTION:L’Unione europea viene spesso descritta come un’istituzione distante e inaccessibile. In realtà\, i cittadini europei hanno molti strumenti e opportunità per essere coinvolti attivamente nella definizione delle politiche europee e influenzare il lavoro delle istituzioni. Di questi strumenti spesso non si è a conoscenza. \nIl seminario è rivolto a\, cittadine/i\, giornaliste/i\, rappresentanti di associazioni non governative e della società civile\, giovani\, insegnanti\, etc. con l’obiettivo di introdurre al funzionamento delle istituzioni europee e in particolare al ruolo del Parlamento europeo\, unica istituzione europea direttamente eletta dai cittadini dell’Unione. Con il seminario si intende fornire una conoscenza di base delle istituzioni europee\, offrire una panoramica sulle opportunità e gli strumenti per promuovere le proprie istanze nell’agenda europea ed esplorare le opportunità e gli spazi per l’advocacy in Europa. \nTra i contenuti che verranno toccati dal seminario: le competenze dell’UE; il processo legislativo ed il lavoro del Parlamento europeo; casi studio su specifiche politiche e norme europee in diversi ambiti di policy; opportunità e strumenti per l’azione civica e politica dal basso con esempi concreti di esperienze e casi di successo. \nIl workshop ha una durata di 2\,5 ore e utilizzerà una modalità didattica non frontale e partecipativa. A supporto della formazione verrà utilizzato il corso   online dedicato alle istituzioni europee e alla partecipazione dei cittadini curato da OBC Transeuropa\, disponibile sulla piattaforma Moodle e liberamente accessibile. \nIl seminario fa parte degli eventi di formazione per la società civile del progetto “Il Parlamento dei diritti\, 3ª  edizione”\, co-finanziato dall’Unione europea. \nE’ richiesta la registrazione.
