SUMMARY:Media freedom through transnational lenses: insights from Montenegro and North Macedonia
DESCRIPTION:This webinar presents the findings of two shadow reports assessing the state of media freedom in Montenegro and North Macedonia\, highlighting progress\, ongoing challenges\, and recommendations for EU and national stakeholders \n\n\nMontenegro has recently advanced its media legislation\, strengthening public broadcaster independence\, enhancing transparency\, and promoting self-regulation. Yet\, challenges remain: key institutions remain vulnerable to political influence\, law implementation is inconsistent\, and foreign interference continues to pose risks. \nIn North Macedonia\, improvements such as reduced violence against journalists and legal reforms coexist with persistent issues\, including disinformation\, political and economic pressure\, weak regulation\, particularly for online media\, and declining public trust. Foreign interference and negative rhetoric from officials add to the fragility of the media environment. \nMontenegro and North Macedonia are both candidates for EU accession; for this reason\, this webinar aims to explore the current media landscape in both countries from a transnational perspective\, understanding its implications for the wider EU integration process. \nOpening remarks \nEmbassy Counsellor Botzios Thomas\, Adriatic and Western Balkans Unit at the Italian Ministry of Foreign Affairs and International Cooperation \nSpeakers \nMaja Sever\, European Federation of Journalists \nOlivera Nikolic\, Montenegro Media Institute \nZoran Richliev\, Metamorphosis Foundation \nMassimo Moratti\, OBC Transeuropa \nModerator \nSerena Epis\, OBC Transeuropa \nTo attend the webinar\, register at this link  \n\nThis webinar is produced as part of the Media Freedom Rapid Response\, a Europe-wide mechanism that tracks\, monitors\, and responds to violations of press and media freedom in EU Member States and candidate countries. It also draws on the research and advocacy activities supported by the project “Transnational Advocacy for Freedom of Information in the Western Balkans – ATLIB 2” co-funded by the Italian Ministry of Foreign Affairs and International Cooperation.

SUMMARY:Under pressure: protecting media freedom in the EU and beyond
DESCRIPTION:As part of the World Justice Forum\, taking place from 23 to 27 June 2025 in Warsaw\, OBCT organises a panel to discuss the state of media freedom in Europe and how the decline of the rule of law is affecting the media’s ability to serve as public watchdogs in defense of the public interest \n\n\nIn recent years\, even countries traditionally regarded as stable democracies have faced growing threats to the rule of law. Within the European Union\, some member states are witnessing a rapid and troubling decline in democratic standards\, raising serious concerns about the EU’s capacity to uphold its fundamental values. \nThis panel will focus on media freedom\, often one of the first pillars to come under attack in times of democratic decline. We will examine how the weakening or collapse of the rule of law negatively affects journalists’ rights and the media’s ability to operate independently and safely. Topics will include the growing use of vexatious lawsuits (SLAPPs)\, the failure of justice systems to properly respond to violence against journalists\, the abuse of state power to impose financial or regulatory pressure on critical media outlets\, and the growing use of restrictive regulations to obstruct civic watchdogs. \nThe panel will also highlight the work of civil society organizations actively defending media freedom on the ground. We will discuss both their successes and the obstacles they face\, with particular attention to their engagement with EU instruments such as the Rule of Law Mechanism\, and its potential to foster transnational support and accountability. \nThe discussion will bring together perspectives from both EU member states and candidate countries\, where the decline of media freedom is a particularly urgent concern. \nSpeakers: \nJonathan Day\, LIBERTIES \nOliver Money-Kyrle\, IPI \nIngrida Milkaite\, ECPMF \nJoanna Szymanska\, Article 19 \nSerena Epis\, OBCT \nModerator: Luisa Chiodi\, OBCT \n\nThis panel is organised as part of the Media Freedom Rapid Response (MFRR)\, a Europe-wide mechanism which tracks\, monitors\, and responds to violations of press and media freedom in EU Member States and candidate countries.

SUMMARY:Preparing for Enlargement: The EU and Western Balkans’ contributions
DESCRIPTION:The conference is an opportunity to discuss several aspects of current EU-Western Balkans cooperation. It aims to increase the understanding of Western Balkans’ role and contributions to the EU’s wider regional integration system. \nThe EU and the Western Balkans are in the process of preparing for new EU enlargements. To this end\, the EU has just adopted a New Growth Plan for the Western Balkans\, that is supposed to increase their participation in the European Single Market. This intermediate step towards EU membership should open new opportunities of economic cooperation for both public and private actors\, sustain Western Balkans’ internal reforms\, as well as accelerate their path towards full integration in the EU. At the same time\, the Western Balkans are expected to start contributing more substantially to the economic and geopolitical security of the EU\, to deal with increasingly complex regional and global environments. Nonetheless\, progresses of the EU enlargement will also remain conditional to the success of EU internal reforms\, to make its policies\, budget and institutions fit for an enlarged Union. \nIn this context\, the conference serves as an opportunity for discussing several aspects of current EU-Western Balkans cooperation. It aims to increase the understanding of Western Balkans’ role and contributions to the EU’s wider regional integration system. In particular\, the conference will focus on three main sets of issues. The first panel will look at how the Western Balkan countries could benefit more from increased participation in the European Single Market\, in light of the measures foreseen in the New Growth Plan for the Western Balkans\, proposed by the European Commission. A second panel will examine how the Western Balkans contribute to EU economic and geopolitical security\, taking into account the blueprint launched by the Spanish EU Council presidency for achieving an “open strategic autonomy.” Finally\, the last panel will provide an opportunity for discussion among participants from both the EU and the Western Balkans about their visions for the EU’s future\, its institutions and policies. \nThe conference is organized by Istituto Affari Internazionali (IAI) and the Osservatorio Balcani e Caucaso Transeuropa (OBCT)\, with the support\, assistance\, and sponsorship of the Italian Ministry of Foreign Affairs and International Cooperation and under the strategic partnership of the Compagnia di San Paolo Foundation. \nRegistration form here \n\nPROGRAMME\n9.30-10.00 Registration of participants \nRemarks \nRiccardo Guariglia\, Secretary General\, Italian Ministry of Foreign Affairs and International Cooperation\nFerdinando Nelli Feroci\, President\, Istituto Affari Internazionali (IAI) \n10.15-11.45 \nSession I – Accelerating Western Balkans’ integration and reforms: The relevance of the European Single Market\nThe discussion will take stock of the state of play of Western Balkans’ current access to the European Single Market\, and examine whether and how this could be upgraded in light of the new approach and measures foreseen by the New Growth Plan for the Western Balkans. SUMMARY:WEBINAR - What avenues for environmental struggles in Europe?
DESCRIPTION:Come dimostra la campagna transnazionale Save the Blue Heart of Europe per proteggere gli ultimi fiumi selvaggi d’Europa\, le mobilitazioni ambientali transnazionali possono avere successo. \nAs the transnational campaign Save the Blue Heart of Europe to protect Europe’s last wild rivers shows\, transnational environmental mobilisations can be successful. What are the ingredients for success and what are the new avenues for environmental struggles in Europe?  \n\n\nTwo recent pieces of news have brought hope to environmental and climate movements in Europe and globally. The first news is from Albania\, where the government has announced the establishment of a national park dedicated to protecting the Vjosa River. The Vjosa River is one of Europe’s last remaining wild rivers\, free from dams and dikes. The decision to create a national park is a result of a decade-long transnational mobilization by various organizations and activists led by the Save the Blue Heart of Europe  coalition. The case of the Vjosa River and the coalition’s success can serve as an inspiration and example for climate activists in other contexts. \nThe second news comes from the United Nations\, where the General Assembly passed a historic resolution requesting the International Court of Justice to issue an opinion on the legal responsibilities of states in combating climate change. This resolution was initiated by law students from Pacific islands threatened by climate change. Although the Court’s opinion will not be binding on national courts\, it has the potential to influence judges globally and impact the international legal system. Climate activists have welcomed this resolution as it broadens the Court’s mandate to include climate action and can clarify the legal obligations of governments. It also provides an additional tool for civil society to pursue legal challenges against governments on environmental issues. \nIn several European countries\, a number of pro-environmental judgments resulting from forms of civic mobilization have already been signaling the ‘suppletive role’ of courts in climate matters in the face of government inaction for some years. While dissent and protests are increasingly criminalized and repressed across Europe\, legal activism appears to be one of the remaining avenues for civil society to deploy the emancipatory power of law. \nMany are looking with interest at the case of the Albanian river\, especially in the Balkan region where hydroelectric power plants threaten many other rivers\, and environmental struggles are not limited to this\, as evidenced by the many mobilizations active in the area. For the countries of the region\, mobilizations on the environment  are also part of the process of European Union integration\, with the EU playing  an ambivalent and sometimes contradictory role. \nWhy is the Save the Blue Heart of Europe campaign a successful example of transnational collective action? How can the EU enhance its support for environmental initiatives in the region and promote participatory and inclusive decision-making processes in the Enlargement countries? Amidst growing criminalization and repression of dissent and protests in Europe\, is legal activism truly one of the remaining powerful tools for civil society fighting for the environment? \nAn online conversation with:\nAmelie Huber\, Euronatur/Save the Blue Heart of Europe  \nThomas Waitz\,  MEP\, Group of the Greens/European Free Alliance \nJelena Pesic\, researcher\, University of Belgrade \nLucie Greyl\, activist and researcher\, A Sud association \nDiscussant: Charalampos Kontonis\, Policy Advisor in Western Balkans Working Group\, European Parliament \nModeration: Luisa Chiodi\, OBC Transeuropa \nFollow the event live on OBCT Facebook page  .  \nThe event will be held in English. \nSpeakers’ bio\nAmelie Huber is freshwater project manager at Euronatur Foundation  \, Germany\, where she helps coordinate the Save the Blue Heart of Europe campaign\, an initiative aiming to halt destructive hydropower development in the Western Balkans. Before that\, she spent several years researching hydropower conflicts in the Eastern Himalayan region of India. She holds a PhD in Political Ecology from the Institute of Environmental Sciences and Technology in Barcelona. \nThomas Waitz is a member of the European Parliament for the Austrian Greens and co-chair of the European Green Party. In his political work he focuses on environmental issues and sustainable agriculture\, as well as a strong foreign and peace policy. He is particularly active on EU accession and the relations with Western Balkan countries. Thomas is an organic farmer\, forester and beekeeper. \nJelena Pesić is Assistant Professor at the Department of Sociology\, Faculty of Philosophy\, University of Belgrade. She is interested in theoretical foundations of collective action and social movements\, but also has experience in conducting surveys\, quantitative data analysis\, and collecting qualitative data on social movements\, civic activism\, and protests. She has been involved in two research projects related to recent civic protests in Serbia. In addition\, she is experienced in international comparative surveys and research projects\, such as “Eastern Enlargement – Western Enlargement. Cultural Encounters in the European Economy and Society after the Accession”\, “Understanding Nascent Capitalism in Eastern Europe”\, “Informal Relations Between Politics and Economy in Post-Socialism”. \nLucie Greyl. Anthropologist by training Lucie is a member of the Italian environmental Organisation A Sud   since 2008 where she works as a project manager\, research and trainer. Lucie is also president of CDCA – the Documentation Centre on Environmental Conflicts. Environmental and climate activists\, Lucie coordinates the Giudizio Universale Campaign  \, promoting the climate litigation against the Italian State for insufficiency of the State climate measures\, presented in court June 2021. \nContact information: \nRossella Vignola vignola@balcanicaucaso.org | segreteria@balcanicaucaso.org \nThe webinar is organised in the framework of the project TraPoCo. SUMMARY:New visions for the Western Balkans: EU accession and regional security
DESCRIPTION:The Istituto Affari Internazionali and the Osservatorio Balcani Caucaso Transeuropa\, with the support of the Italian Ministry of Foreign Affairs and International Cooperation and in the framework of the strategic partnership with Compagnia di San Paolo Foundation\, will host a two-day meeting in Rome to discuss expectations and prospects for the medium-term future of the Balkan region \nAgainst this backdrop\, the Western Balkans represent both a challenge and an opportunity for the Italian government. Over the years\, Italy has consistently pursued a European agenda for the Western Balkan countries\, which has been in line with its strategic national interest for political\, economic\, and security reasons. Nonetheless\, Italy has not always fully exercised its political weight in the European context. While German Chancellor Olaf Scholz has clearly committed to the continuation of the enlargement process and the “Berlin Process”\, the French President Emmanuel Macron launched the European Political Community. In such a dynamic context\, Italy has the potential to play an active role and strive for synthesis among various visions over the future of Europe and the Western Balkans. \nAll this considered\, the Istituto Affari Internazionali (IAI) and the Osservatorio Balcani Caucaso Transeuropa (OBCT)\, with the support of the Italian Ministry of Foreign Affairs and International Cooperation and in the framework of the strategic partnership with Compagnia di San Paolo Foundation\, will host a two-day meeting in Rome to discuss expectations and prospects for the medium-term future of the Balkan region. The meeting will include high-level representatives and policy makers and civil society representatives\, both from the region and the EU. The aim is to promote an informal gathering to discuss mutual expectations and develop further concrete initiatives for cooperation between the countries of the region and with EU member countries. \nThis event will be opened by Antonio Tajani\, Italian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation\, Tobias Billström\, Minister of Foreign Affairs of Sweden\, holding the Presidency of the Council of the European Union and Olivér Várhelyi\, European Commissioner for Neighbourhood and Enlargement. \nForeign Affairs Ministers from the Western Balkans\, EU high-level policy makers as well as civil society representatives will actively participate in this initiative. \nWorking language: English \nSee the AGENDA  . \nRegistration Form  .
